The Tape & Reel (TR) method is used for packaging clock ICs. In the reflowing process, this clock generator ic is able to maintain a maximum temperature of 260. As you can see, it consists of 64 terminations. The supply voltage of 1.8V allows for high efficiency. It would be possible to supply this clock PLL with 1.89V of power.
